Legislature Gets an F from Small Business, Taxpayers and Investors.
HB 1761 CD1: This bill favored by the Governor will regulate health care insurance industry rates. Government rate regulation stifles what little competition there is left in the industry and will not in the long run, lower health care costs. What will probably happen is that the remaining health care insurance providers will push rates up to the cap limit and reduce the level of services covered by the plans. The cause of the problem is Hawaiis first-and-only national mandated Prepaid Health Care Act passed in 1974 that made monopoly and high premiums possible while shutting small business out of a competitive market.
